Phinney Takes On The Town

The town of Wiscasset has one unhappy taxpayer on its hands, and his name is Bill Phinney. Phinney fired off a five-page letter to Steve Jarrett, chairman of the board of selectmen, with copies to local newspapers, detailing 11 problems he has with the town. (1) Phinney said he plans to hold the town liable for damages inflicted on his historic wrought iron fence and plantings by a town employee operating a snow blower. (2) A complaint against acting Chief John Allen has not been settled to his satisfaction, Phinney says. (3) The town has not followed through on a commitment to install a "Coming Events" sign at the town office. (4) The selectmen should establish a "communications policy." (5) Selectmen should write a policy covering public discussions at meetings, specifically comments from the public. (6) A policy should be written on how citizens who have ideas or proposals that would benefit the town can be assured selectmen will be made aware of these ideas, and that those ideas will be discussed. (7) Procedures for the town's codes enforcement officer to respond to residents' requests should be adopted by the selectmen (8) The town's appeals process should be changed at the March town meeting. (9) The selectmen should adopt a policy on maintaining the two bridges that provide access to White's Island, which Phinney bought last summer. (10) The town has not handled the matter of sheep on White's Island to his satisfaction. (11) The town should pursue "a yearly tipping fee" from Maine Yankee because storage of spent nuclear fuel on the site constitutes an illegal nuclear waste dump. |
