Westport Island Board Reviews Subdivision Plan

Members of the Westport Island planning board discussed a proposed subdivision on the West Shore Road, at their monthly meeting Monday night. Jan Boucher of Cornerstone Professional Land Surveying Inc. of Bowdoin presented a pre-review of a subdivision on 29 acres of land divided into four lots. The property is owned by Alex Wasilewski, formerly of Bath, now living in California. He purchased the land from Michael Ames. Wasilewski is being represented in the application process by his brother-in-law Peter Eastman. Acting Planning Board Chairman Paul Nergaard told Boucher and Eastman the board will be using the state subdivision standards in reviewing the application, because the town's subdivision ordinance is not in compliance with state standards. The planning board has been working for over a year to develop a new sub-division ordinance. However, Nergaard said, the planning board will use the road design standard from the local subdivision ordinance. Boucher said the owner will use one of the four lots for a home for himself, and sell the other three lots, "tailored to retirement and vacation homes," Boucher said. According to the pre-preliminary plan, there will be 300 feet of frontage on the road and 300 feet of shorefront on each of the lots, one common road, with a series of driveways, requiring only one curb cut from the West Shore Road. "Our clear concern is emergency vehicle access," Nergaard said, suggesting that there is widening in the road every few feet to allow vehicles to pass one another. The planning board asked the developers if they planned to do any blasting. "No blasting," Boucher answered. "We certainly don't plan on it." The sight distance was also discussed. Planning board alternate Ruth Nelson said, "The sight distance is real good there," "Well over 900 feet," Boucher said. The construction will probably begin in the spring of 2004, according to Eastman. The next step is for the developer to submit a formal application, which will be followed with a site visit prior to a public hearing. Nergaard requested a statement be included in the application saying all wells will be located 100 feet from any septic system. Another suggestion made by Nergaard, which did not have to be on the application, was to advise owners to drill their wells before building their homes. The next planning board meeting will be Monday, August 11. |
