Edgecomb Voters Meet Thursday On TIF

After nearly a year of meetings and negotiations the voters of Edgecomb will decide Thursday evening, November 4 at a special town meeting if they want a Tax Increment Financing (TIF) district on Davis Island. The proposal referred to as the Davis Island Environmental Protection and Development District has the support of the town selectmen and the town planning board. The Sheepscot River Inn & Restaurant currently has an overboard discharge license from the Maine Department of Environmental Protection (DEP). Tom Toye, the former owner of the property, was urged by DEP to find a permanent solution for handling the wastewater. After reviewing other options, Toye decided to reopen negotiations for a connection to the Wiscasset public sewer and waters lines. On October 14, Sheepscot River Holdings I, LLC, transferred its entire interest in its Edgecomb property to Edgecomb Development LLC the company. Toye announced that the buyer is restaurant owner Roger Bintliff. According to Toye, the new owner will complete the water and sewer line extension from Wiscasset to Davis Island. There are five articles on the warrant for the town meeting. The first is to elect a moderator; the second is to ask voters to designate the TIF district; the third and fourth articles will ask voters to authorize the selectmen to enter into an agreement with the town of Wiscasset and an agreement with the Wiscasset Water District; the fifth article will ask voters to accept a sewer ordinance. The TIF district will include two lots on Davis Island, a nine-acre lot where the inn and restaurant are located, and a 30-acre lot across the street. According to Toye the cost of the project will probably be close to $1 million dollars. The meeting begins at 7 p.m. at the town hall. |
