New rules in place for animal ads

Who hasn't drooled over that doggie in the window or had to pull a child away, explaining that one more animal just won't fit in the house?

Most breeders, kennels and puppy stores are licensed and concerned about the health of the animals they share with us.

However, for those humans best known for their ability to care only for the creature within their own skin, the Maine Department of Agriculture through the Animal Welfare Program has supported a law that was passed by the legislature on September 21, requiring those who sell or breed pets be licensed and display that license whenever and wherever they advertise sales. They must also keep track of sales for a two-year period.

The law also governs anyone who advertises a pet for sale. The law allows for the sale or swap of one cat or dog per year by a Maine resident. However, anyone who does it more than once in 12 months must have a temporary license.

For $25, the Animal Welfare Program will issue a temporary license to sell for 60 days. That number must be displayed when advertising.

Now if rules and regulations sometimes cause that "who cares" reflex to kick in, be warned. There is a mandatory fine for failing to cooperate that ranges from $50 to $200.

For many, one more regulation just might put us over our frustration limit with government control. Unfortunately, laws like this are needed to prevent the unscrupulous breeder whose blood runs cold enough to run puppy mills where brood dogs are simply kept to breed. They never leave their overcrowded, dirty cages. Their babies are quickly taken away. Medical care is nil, and the offspring often bring with them poor health that will cut their lives short, breaking their owners' hearts

This law might not protect all creatures great and small, but it's an attempt at throwing a bone at those lowly kings of beasts that are selling out their kingdom for an easy buck.
